OK, so Steps get a UK #7 in the 1999 Christmas chart – but Say You’ll Be Mine / Better The Devil You Know has received a silver certification whereas Westlife (who went number one) don’t have anything. So why is this? Firstly it could just been an error at Dotmusic, but I believe it could be down to presales. To my knowledge, presales do not count as sales for that week, but do count overall as sales for that single.
